Joint Evaluation of Effectiveness and Impact of the Enabling Development Policy of the WFP: Bangladesh Country Study. Volume II

During the field survey, the EDP Evaluation Mission, consisting of four reporting members, split up in two travelling working groups, one of whom headed North, the other South. Before embarking for the Field Survey and after their return the two teams held interviews, collected information and data, participated in general-EDP related discussions, programme and project presentations, jointly but also separately of each others. The sites visited were arranged with the logistic support of WFP and included both current and phased-out projects of WFP to get an overall picture and understanding of their country programme. Some adjustments were also made in the field and WFP officials accommodated the missions needs in terms of evaluation. For instance, during the visit to the Rajshahi Division, in Kurigram, a group of women was interviewed who turned out not to be eager to take loans from the respective NGOs. They were effectively excluded from the programme. This unscheduled visit was very helpful in understanding the risks faced by the ultra-poor and therefore their reluctance to take loans. The need for alternatives in terms of other types of employment - not just self-employed - became evident. In a similar way, a group of VGD women was met in Rangpur, who had graduated to BRAC membership, took loans, which were utilized properly, and they were doing well In yet another unscheduled visit a complaint was received by a group of women who were involved in road rehabilitation under FFA, although this had not been planned, originally. The Chairman of the concerned Union was contacted, and the problem discussed.
