State Review Program Framework: FY 2005. Review of New York State Department of Environmental Conservation Enforcement and Compliance Programs.

This report documents the findings and recommendations of the U.S. Environmental Protection Agencys (EPA) review of the New York State Department of Environmental Conservations (NYSDEC) compliance monitoring and enforcement program based on the State Review Framework. The EPA Office of Enforcement and Compliance Assurance (OECA), all ten EPA Regions, the Environmental Council of States (ECOS) Compliance Committee and state representatives from each of the ten regions jointly developed the framework to assess state performance in enforcement and compliance assurance for the period of October 1, 2003-September 30, 2004.
