Planning Community-Based Facilities for Violent Juvenile Offenders as Part of a System of Graduated Sanctions

The 'use of small, secure, community-based or regional facilities to house serious, violent, and/or chronic juvenile offenders' is discussed. This bulletin is comprised of the following sections: background; advantages of small, community-based facilities; a systemic approach to facility planning-- participatory planning and building consensus among stakeholders, juvenile justice system assessment, and system master plan; the facility development process--building a foundation for planning a facility, developing the facility master plan, design, construction, and transition; getting started-- funding considerations; summary; and sample programs--Fulton Treatment Center (MO), Jackson County Youth Center (MI), and Mendota Juvenile Treatment Center (WI).
