摘要

The Congressional Accountability Act of 1995 (CAA) requires the General Counsel of the Office of Compliance (OOC) to conduct periodic inspections of all covered Legislative Branch facilities at least once each Congress to assure compliance with Title II and Title III of the Americans with Disabilities Act (ADA). 2 U.S.C. 51331(f). Title II of the ADA prohibits exclusion of individuals with disabilities from the benefits of the services, programs, or activities of public entities. Title III seeks to ensure that individuals with disabilities are not discriminated against in places of public accommodation. The CAA further provides that the General Counsel shall prepare and submit a report containing the results of the General Counsel's periodic inspection, describing any steps necessary to correct any violation of Titles II and III, as incorporated by the CAA, and assessing any limitations in accessibility to and usability by individuals with disabilities associated with each violation, and the estimated cost and time needed for abatement. The report constitutes a summary of the findings contained in the Individual Building Charts in Section V, and reflects conditions at the time of the 2004 biennial inspection. Unless otherwise indicated, it does not include subsequent changes.
