Rural Expansion of Afghanistan's Community-Based Healthcare (REACH) Program: Strengthening the Provincial Ministry of Public Health. Impact of REACH's Capacity Building Initiatives

The strategy for capacity building at the provincial level included revitalizing or developing Provincial Public Health Coordination Committees as well as building management and leadership skills among the Provincial Public Health Directors and their staff. After two years of REACH interventions at the provincial level, largely undertaken by REACHs regionally-based Provincial Health Advisors and their technical staff and assisted by REACH technical advisors from Kabul, REACH decided to undertake a study to determine the impact of program interventions aimed at strengthening MOPH capacity in the provinces. This study involved a qualitative component (focus group discussions with the Provincial Public Health Coordination Committees) and a quantitative component (surveys with the Provincial Public Health Directors). Findings of these efforts are summarized below and outlined in greater detail in the body of this report.
