Markkinahintasignaaleihin Perustuva Pienkuluttajien Sahkonkayton Ohjaus: Loppuraportti (Control of Small Customer Electricity Demand with Spot-Market Price Signals: Final Report).

The need for demand response is increasing in the electricity market in Finland. Demand response can be a cost efficient and energy saving alternative to controllable power generation. Controllable hydropower resources may be limited or behind transmission bottlenecks. Providing controllability with fossil fuel based power plants, such as gas turbines, is rather expensive and increases energy losses and emissions. In Finland most of the big industrial controllable loads are either responding to electricity market prices or reserved for emergency control purposes. Thus the main potential to increase the price flexibility of demand is in smaller electricity users and especially in electrical heating. The possibilities and barriers of applying real time spot-price control to small customers were studied in this project. The opening of the competitive electricity market and associated unbundling of businesses have at least so far made it difficult to connect small controllable resources to the electricity market. This report explains the background of the project, identified barriers and potential for price response and the results achieved.
