The Romanian Ministry of Justice (MoJ) is currently in the process of developing an audio-visual recording system for use in courtrooms nationwide. However, the MoJ does not have the staff or technical competence to assess differing systems for registering and recording court staff or technical competence to assess differing systems for registering and recording court sessions and criminal hearing, nor are they familiar with the different planning and purchasing criteria that should be considered in purchasing this nationwide system. Further, important synergies can be captured if the assessment and design of the audio-video court recording system is conducted in a manner that considers current technologies that are in use (e.g. ECRIS software, current microphone systems, etc.). Hence, USTDA-supported Technical Assistance was requested so that the MoJ can meet its strategic goals, both as a well-functioning judicial body, and in terms of its commitments regarding automation of the national judiciary. The primary objective of this technical assistance has been to assist the MoJ in developing the ability to catalogue court proceedings on digital media, thus creating an easily maintained and stored library that can be accessed for appellate purposes while greatly increasing judicial transparency. This project assesses technical, security, costs, and needed institutional and/or organizational adaptations, financing, and related parameters, and designs implementation schedules and an RFP for a national roll-out of an audio-video court recording system.
