Transmittal of Report of Investigation - Allegations Concerning Senior Officials of the Office of Special Trustee for American Indians

This report presents information that establishes that the conduct of four OST officials--Donna Erwin, Doug Lords, Jeff Lords, and an OST management analyst--created an appearance of preferrential treatment of CD&L and another OST Contractor, in violation of the Standards of Ethical Conduct for Employees of the Executive Branch, and in violation of an internal OST memorandum directing 'Arms Length Dealings with Contractors.'
