Annual Evaluation Summary Report for the Regulatory and Abandoned Mine Land Programs Administered by the State of Illinois for Evaluation Year 2008 (July 1, 2007 to June 30, 2008)

During the 2008 Evaluation Year (EY), the Office of Surface Mining Reclamation and Enforcement (OSM), Indianapolis Area Office (IAO), conducted oversight evaluations of the Illinois Department of Natural Resources, Office of Mines and Minerals (OMM), Regulatory and Abandoned Mine Land (AML) Programs, administered by the Land Reclamation Division (LRD) and Abandoned Mine Land Reclamation Division (AMLRD) respectively. Oversight activities focused on the success of the agency in meeting Surface Mining Control and Reclamation Act (SMCRA) goals for environmental protection, and prompt, effective reclamation of land mined for coal. A Performance Agreement (evaluation plan) for each program was cooperatively developed by the IAO and the State tailoring oversight activities to the unique conditions of each State program. The purpose of these oversight activities was to identify any need for program assistance to the State to strengthen its programs. In support of OSMs national initiatives, studies were conducted in the Title V areas of off-site impacts, reclamation success (bond release), and customer service.
