The Council on Environmental Quality Regulations at 40 CFR 1501.7 requires an early and open process to determine the scope of issues to be addressed and for identifying the significant issues related to a proposed action. The process is termed scoping. The scoping process is used to learn the concerns of individuals, groups and agencies about a proposed project. This report summarizes the scoping process undertaken for the proposed Mashpee Wampanoag Initial Reservation and Destination Resort Casino in Middleborough and Mashpee, Massachusetts. This report also includes a statement of the purpose and need for the project (Section 2.0) and the alternatives to be considered (Section 3.0).
