The report explains how to use nonautomated data collection methods (such as file review, court observation, interviews, and focus groups) to enhance performance measurement. This is necessary because some courts may lack automated systems for gathering performance measurement data on abuse and neglect cases. Users Guide to Nonautomated Data Collection includes three appendixes that discuss key performance measures, how to manage case file review and court observation data, and how to display case file review data in a meaningful way.
