The report identifies measures that can be taken by the Department of Homeland Security to minimize the risk of theft, mishandling of the departments sensitive information, or unauthorized use of portable storage devices. It is based on interviews with employees and officials of relevant agencies and institutions, direct observations, discovery scans, and a review of applicable documents.
