The report compares elements of the normative foundations of transport safety policy with respect to the contribution these elements make in terms of rationality, fairness in the distribution of risk, ethical appropriateness, democratic legitimacy and simplicity and transparency. It is concluded that no element of current normative foundations fulfill all these requirements. The prospects for further developing the normative foundations of transport policy are discussed.
