This BJA bulletin describes one such federal program, which has received enthusiastic support from local officials. During the past 4 years, the Local Law Enforcement Block Grants Program has emphasized local decisionmaking, and its success confirms what local criminal justice practitioners have long argued: generic, onesize-fits-all programs do not meet the needs of this country's diverse communities.
