Section 1225 of the John Warner National Defense Authorization Act for Fiscal Year 2007 (P.L. 109-364) calls for the President to “submit to Congress a report listing all assessed and voluntary contributions of the United States Government for the preceding fiscal year to the United Nations and United Nations affiliated agencies and related bodies.” The President delegated responsibility for this report to the Secretary of State, in coordination with the Secretary of Defense and the Director of National Intelligence, and the heads of other departments and agencies, as appropriate. The following report contains a listing of assistance provided during fiscal years 2006 and 2007 by the U.S. Government – either directly or through another entity – to support the United Nations and its associated entities, including UN agencies, organizations, funds, or other bodies that fly the UN flag, use the UN logo, or are otherwise affiliated with the United Nations. The report contains information on both financial and in-kind support, including assessed contributions, voluntary contributions, grants, and other assistance provided to support UN programs and operations. The report reflects information collected in response to a government-wide data request coordinated by the Office of Management and Budget. The report lists the total amount of all contributions of the U.S. Government to the United Nations and United Nations Affiliated Agencies and Related Bodies. Based on the information collected by the State Department, it also lists the approximate percentage of U.S. contributions to each UN entity compared with all contributions to the entity in the relevant fiscal year. (Note: some organizations were not able to report based on the U.S. fiscal year, as they operate on a calendar year basis; thus, in some cases this information is provided for the calendar year.) For each U.S. Government department or agency, the report also provides specific information on each contribution: the responsible U.S. Government agency, the recipient UN entity, the amount obligated, a description of the contribution, whether the contribution was assessed or voluntary, and the purpose of the contribution.
