Section 405(b) of the Foreign Relations Authorization Act, Fiscal Year 2003 (22 U.S.C. § 287b(b)) calls for the Secretary of State to submit an annual report to the Congress “on the extent and disposition of all financial contributions made by the United States during the preceding year to international organizations in which the United States participates as a member.” This report covers United States contributions to international organizations and programs for October 1, 2008 to September 30, 2009. The amounts reported are actual U.S. contributions made during fiscal year 2009 and include adjustments for credits, Tax Equalization Funds, Working Capital Funds, deferrals, and mandatory reductions (e.g., Palestine Liberation Organization withholdings and other statutory limitations).
