Such detailed statements are referred to as environmental impact statements (EIS). The U.S. Army Corps of Engineers (USACE), New Orleans District (CEMVN) published a notice of intent (NOI) to prepare a draft supplemental EIS for the Louisiana Coastal Area (LCA) Modification of Caernarvon Diversion (MCD) Ecosystem Restoration Feasibility Study was published in the Federal Register (volume 74, number 177) on September 15, 2009. The purpose of the NOI is to announce the Corps intention to prepare a draft supplemental EIS that addresses the Modification of the Caernarvon Diversion Project, which was identified in the LCA Ecosystem Restoration Plan as a near-term critical restoration project.
