In this work, we outline a model for a game-based approach to emergency traffic routing in the Los Angeles/Long Beach port areas. We illustrate important features that any tool of this kind must address and, after reviewing some previous work, detail how the tool might function in practice at the port. Through extensive software simulation, we show that of the three major types of vehicle behavior, our new game-based Nash behavior is optimal by a significant margin using two different measures of optimality. Finally, we outline a number of important areas in which future research on this subject might be directed.
