Census History: Counting Every Person Once, Only Once and In the Right Place

This report details the results of a historical analysis of attempted political manipulation of the Census spanning a timeline from before the U.S. Constitution was ratified to the present. The overall conclusion of this analysis is that the political manipulation of the Census or within the Census Bureau has been consistently rejected throughout the course of American history.
