This is the fourth report of the Surface Transportation Board (Board). This report covers the Board's activities from October 1, 2004, through September 30, 2006. It follows the same basic format as the last report, with a statement of appropriations and aggregate expenditures for fiscal years 2005 through 2006 appearing in Appendix B.
