This report describes Phase 2 of the continued development of a system-level hazard taxonomy for Unmanned Aircraft Systems (UAS). The taxonomy is termed the Hazard Classification and Analysis System (HCAS) and was developed by researchers at Rutgers University during Phase 1 through a cooperative agreement with the Federal Aviation Administration (FAA). It was particularly emphasized that this study should remain focused at the system level and not become operational in perspective. The Rutgers University Phase 1 approach was based on the FAA regulatory perspective (i.e., Title 14 Code of Federal Regulations chapters on Aircraft, Airmen, Certification/Airworthiness, Flight Operations, etc.). Such an approach uniquely distinguishes the HCAS taxonomy from all other UAS hazard analyses being performed by the Department of Defense, the RTCA-Special Committee 203, etc. The Phase 1 research goal was to develop a generalized taxonomy of system-level UAS hazards that would have broad applicability across FAA part types. This report describes Phase 2's enhanced developmental steps leading to the refined HCAS taxonomy.
