Environmental Review of the Morgantown Coal Blending/Gypsum Loadout Project

This report describes Power Plant Research Programs (PPRP's) evaluation of the environmental and socioeconomic impacts of the Morgantown Coal Bending/Gypsum Loadout Project. The report summarizes the results of the evaluation, and presents the licensing conditions which have been incorporated into the Certificate of Publc Convenience and Necessity (CPCN) for the facility. The report was provided as an exhibit in Case No. 9148 and formed the basis for the recommendations made by the State agencies in the case. The document includes the following: description of the proposed project; discussion of existing environmental and socioeconomic conditions at the site and in the vicinity; and analysis of the potential air quality, surface water, biological, ground water, socioeconomic, cultural, and noise impacts from the proposed project.
