Technical Assistance Plan to Improve State S-CHIP Reporting to MSIS.

The Children's Health Insurance Program Reauthorization Act of 2009 (CHIPRA) contains provisions to measure and improve the quality of care provided to Children's Health Insurance Program (CHIP) enrollees. CHIPRA also includes incentives for states to reach out and enroll children in the program. The American Recovery and Reinvestment Act of 2009 (ARRA) provides significant funding for comparative effectiveness research (CER) to improve health care for children. Pursuant to national health insurance reform legislation (The Affordable Care Act (ACA)), the Centers for Medicare & Medicaid Services (CMS) recently articulated the goal of enrolling all eligible uninsured children in Medicaid or CHIP within the next five years. CMS, states, and researchers need more complete person-level data on State Children's Health Insurance Program (S-CHIP) enrollment and utilization to accomplish these objectives.
