OCFO's Technical Guidance on FY 2012 National Program Manager Guidance and Annual Commitment Process

Every year EPA's National Program Managers (NPMs) develop guidance that identifies their program priorities, strategies, and operational measures in accordance with EPA's Strategic Plan and Annual Plan and Budget. Taken together these NPM guidance documents serve as a national framework for Regions to use as they establish their own work plans, performance goals, and work sharing strategies with the states. The NPM guidance process is an important communications tool, supporting the alignment of the Agency's long term strategic goals and annual budgetary decisions with more detailed implementation instructions.
