The Maryland Public Service Commission (PSC) has granted a Certificate of Public Convenience and Necessity (CPCN) to Constellation Power Source Generation, Inc. (CPSG) to enable the firing of sub-bituminous coal in addition to bituminous coal in Units 1 and 2 at the C.P. Crane Generating Station in Baltimore, Maryland. The project is referred to as the fuel switch project. The proposed modification is designed to reduce Emissions of sulfur dioxide (SO2) from Units 1 and 2 to comply with the Maryland Healthy Air Act (HAA) of 2006. The Maryland Department of Natural Resources (DNR) Power Plant Research Program (PPRP), coordinating with other State agencies, Performed this environmental review of the Crane fuel switch project as Part of the PSC licensing process, pursuant to Section 3-304 of the Natural Resources Article of the Annotated Code of Maryland (PSC Case Number 9206). DNR used the analysis of potential impacts as the basis for Establishing licensing conditions for operating the proposed facility, Pursuant to Section 3-306 of the Natural Resources Article. DNR's Recommendations were made in concert with the Departments of Environment, Agriculture, Transportation, and Business and Employment Development, the Maryland Energy Administration, and the Maryland Office of Planning. This report describes PPRP's evaluation of the environmental and Socioeconomic impacts of the Crane fuel switch project, summarizes the Results of the evaluation, and presents the licensing conditions, which were eventually incorporated by the PSC into the CPCN for the facility. This report in draft form was provided as an exhibit in PSC Case 9206 and Formed the basis for the recommendations made by the State agencies in the case. The document includes the following: Description of the proposed project; Discussion of existing environmental and socioeconomic conditions at the site and in the vicinity; and Analysis of the potential air quality, surface water, biological, ground water, socioeconomic, cultural, and noise impacts from the proposed project.
