Cut-to-Length Carbon-Quality Steel Plate from India, Indonesia, Italy, Japan, and Korea. Investigation Nos. 701-TA-388-391 and 731-TA-817-821 (Second Review)

Effective February 1, 2000, the United States International Trade Commission (Commission) determined that an industry in the United States was being materially injured by reason of imports of CTL plate from France, India, Indonesia, Italy, Japan, and Korea that were being sold at less than fair value (LTFV), and of CTL plate from France, India, Indonesia, Italy, and Korea that were being subsidized by their respective governments. The Department of Commerce (Commerce) issued antidumping duty orders on CTL plate from France, India, Indonesia, Italy, Japan, and Korea and countervailing duty orders on CTL plate from France, India, Indonesia, Italy, and Korea, effective February 3, 2000. The Commissions determination respecting subject imports from India was appealed, and was sustained by the U.S. Court of International Trade (CIT). Certain Commerce determinations were the subject of a World Trade Organization challenge by the European Union, following which Commerce revoked, pursuant to section 129 of the Uruguay Round Agreements Act, the countervailing duty order on CTL plate from France.
