USAID Office of Transition Initiatives: Lessons Learned: Short-Term Employment Generation

Short-term employment projects can be an important program tool following a disaster or violent conflict. These interventions are often used to address pressing public needs such as repairing roads, clearing debris, or rebuilding infrastructure. And while the financial support provided by these projects is short-term in nature, the positive outcomes endure and provide people with an impetus for reinvesting in their communities. USAID's Office of Transition Initiatives (OTI) interventions, which typically last two to three years before longer-term development support takes over, target key actors, processes, and geographical areas that can make or break a political transition in the near term. A number of important elements to consider when preparing short-term employment activities in complex, dynamic environments are discussed below. Past and present country program descriptions are included as annexes.
