In this research brief, we examine the relationship of caseworker judgments to the substantiation decision, using data from the National Survey of Child and Adolescent Well-Being (NSCAW). Specifically, we address the following questions: How does the degree of perceived harm to the child relate to the decision; How important is the caseworkers perception of the severity of future risk to the child; and How does the caseworkers judgment about the strength of the evidence relate to the decision.
