This appeal has had a long and complicated history. It involves the second sunset reviews of the antidumping duty orders on ball bearings from France, Germany, Italy, Japan, Singapore, and the United Kingdom. These orders were issued in May 1989, after the Commission issued affirmative injury determinations for these countries. The Commission completed the first sunset reviews of the orders in June 2000, issuing affirmative determinations for France, Germany, Italy, Japan, Singapore, and the United Kingdom. On June 1, 2005, the Commission instituted the second sunset reviews of the orders.5 On August 31, 2006, the Commission issued its final determinations in these reviews.
