Audit of the Office of Justice Programs: Bureau of Justice Assistance State and Local Emergency Preparedness Program Grant to the City of Jersey City, Jersey City, New Jersey

The U.S. Department of Justice (DOJ) Office of the Inspector General, Audit Division, has completed an audit of the State and Local Emergency Preparedness Program (SLEP) grant, number 2003-DD-BX-1014, awarded to the City of Jersey City, New Jersey (Jersey City), by the Office of Justice Programs Bureau of Justice Assistance (BJA). In August 2003, BJA awarded Jersey City a total of 10,700,000. The purpose of the SLEP grant award was to improve both the capability and reliability of Jersey Citys emergency and public service communications systems. The objective of our audit was to determine whether reimbursements claimed for costs under the grant were allowable, supported, and in accordance with applicable laws, regulations, guidelines, and the terms and conditions of the grant. We also assessed Jersey Citys program performance in meeting the grant objectives and overall accomplishments.
