The planning, design, and construction of highway projects is complex and subject to considerable uncertainty. These uncertainties stem primarily from a lack of information about the conditions assumed for developing project estimates and from unforeseen changes or problems that arise as a project develops. These uncertainties lead to difficulty in accurately predicting project performance, including cost and schedule. The National Environmental Policy Act (NEPA) has been a fixture of transportation project development for decades. When NEPA regulations first came to the fore in the 1970s, state departments of transportation (DOTs) generally managed the NEPA process and documentation separately from planning and preliminary development.
