Kivihiilen Korvaaminen Biomassolla Yhteistuotannon Polypolttokattiloissa. (Replacing Coal with Biomass in Cogeneration using Pulverised Combustion Boilers.)

In this report, that was commissioned by Ministry of Employment and the Economy, technology options for replacing coal with biomass in pulverized coal fired combined heat and power plants has been presented. Several different biomass fuel options (sawdust, forest chips, agrobiomass) and biomass based upgraded solid, liquid or gaseous fuels, like pellets, torrefied biomass and biomass based synthetic natural gas were included the study. In the studied seven CHP plants the annual use of coal has been about 14 TWh. Possibilities and costs of investments when replacing coal vary a lot. Also availability and price of biomass fuels varies much between different municipalities. It has been estimated that about 6 TWh coal could be replaced with biomass fuels until 2015. The use of coal will decrease also when the planned waste incineration plants and multifuel power plants have been taken in operation. In short term more than 0,5 TWh coal could be replaced with wood pellets enjoying feed-in tariffs for upgraded biomass fuels. Additionally, subsidies will be needed when the first torrefied wood and bio-oil production plants will be invested. Use of forest chips could be increased by about 2 TWh by adopting investment subsidies for biomass gasifiers utilising new technology. Those gasifiers could use also agrobiomass fuels about 0,5 TWh. Totally about 10 million will be needed for feed-in tariffs when upgraded biomass fuels and agrobiomass will be utilised in CHP-production and about 80 million will be needed for investment subsidies until 2015. After that the definition of policy utilising new technologies should be checked.
