Romania is a constitutional republic with a democratic, multiparty, parliamentary system. The bicameral parliament (Parlament) consists of the Senate (Senat) and the Chamber of Deputies (Camera Deputatilor), both elected by popular vote. The 2009 presidential elections were considered generally free and fair. Security forces reported to civilian authorities. Major human rights problems included trafficking of persons for labor, sexual exploitation, and forced begging. Significant societal discrimination against Roma continued. Government corruption remained a widespread problem that affected all sections of society.
