The problem of training soldiers to cope with such complex situations as these presents unusual difficulties. Real mobs, riots and disorderly crowds cannot be arranged for training purposes. Accordingly, to assist with this difficult training problem a film on riot control was requested and produced.nDuring the final approval stages and during discussion of the film's acceptability, questions were raised about the justification and necessity for such an elaborate production and the involved cost. Another form of this question is: Could the film have been otherwise produced using simpler and less expensive production methods and at the same time achieve the training objectives?
