Problems of military risks resulting from environmental conditions are of such nature that new designs stills need to be developed. Some progress along this line has been achieved. Theory and methods of application have been developing relating to problems of choosing judges for subjective rating of equipment, to problems of crew and personnel selection, to problems of testing in cases where of crew and personnel selection, to problems of testing in cases where ordinary methods of analysis are not valid due to correlated errors and heterogeneous error variances, and to the designing and running of tests to assess the relative size of environmental effects on military equipment.nEnvanal would be best served by combining data obtained from research and development tests with those obtained in field maneuvers and engineering tests.
