BuDocks authorized the Laboratory in April 1956 to investigate the feasibility of developing infrared and mass spectrometric techniques for the analysis of paint vehicles under Project NY 450-004, Corrosion Prevention and Special Coatings. Later this subtask was transferred to Project NY 450-060, Paints and Pretreatments for Painting. The Laboratory proposed this investigation because of the need for improved specification test methods and the elimination of long-term perform¬ance tests. It was felt that a study of the molecular structures of vehicles and protective films might make possible the prediction of performance characteristics.
