The Navy has a continuing need for a large number of highly skilled, well-trained, and experienced personnel. Currently, almost two-thirds of its enlisted personnel have less than four years of service. Only ten percent have more than ten years. Most young men serve one enlistment and then leave the Navy. This high turnover rate requires' the maintenance of large and expensive training facili¬ties, has a detrimental effect upon morale, and makes it difficult for the Navy to operate at peak effectiveness.
