U.S. Fish and Wildlife Service Biological and Conference Opinion for the Clark, Lincoln, and White Pine Counties Groundwater Development Project.

The federal action that is the subject of this Biological and Conference Opinion (Opinion) is the U.S. Bureau of Land Managements (BLMs) issuance of a right-of-way (ROW) permit to the Southern Nevada Water Authority (SNWA) to construct, operate, and maintain the Clark, Lincoln, and White Pine Counties Groundwater Development Project (GWD Project) (Figure 1-1). The GWD Project will develop and convey groundwater from rural east-central Nevada to the Las Vegas metropolitan area to the south, where the water will be put to municipal use. This water will be produced from existing and new groundwater rights in Spring, Cave, Dry Lake, and Delamar valleys, the new rights having been awarded to SNWA by the Nevada Division of Water Resources, Office of the State Engineer (Nevada State Engineer (NSE)), on March 22, 2012. The proposed project also provides capacity for future water conveyance by Lincoln County.
