Program Design for Comprehensive Transportation Planning in the National Capital Region

The Program Design for Comprehensive Transportation Planning in the National Capital Region has its origin in the requirements of Section 9 of the Federal Aid Highway Act of 1962. Based on Section 9 and subsequent interpretative memoranda by the Bureau of Public Roads, the Maryland, Virginia and District of Columbia Highway Departments in January, 1964, formally agreed to work cooperatively with each other to establish an appropriate transportation planning process. Under the direction of the Organizing Committee, a Prospectus for Coordinate Transportation Planning in the National Capital Region was completed in April, 1965. The Prospectus was adopted as an acceptable guide to implementation of a cooperative, continuing, comprehensive transportation planning process in the national capital region and made a supplement to a general memorandum of agreement executed by each local government and its respective state highway department.
