Changing technologies are increasing the range of practices available for the use and conservation of soil and water resources. Also, changing consumer demands for the products and services to be supplied by soil and water resources affect the choice of practices within the range of technological possibilities. This presen¬tation is concerned with the evaluation and choice of soil and water practices which will help maximize the satisfaction of consumer demands at the lowest per unit output cost over time. Considered within this evaluation and choice process is the application of benefit - cost ratios, basin accounting, marginal analysis, opportunity costs, and externalities to the analysis of technical practices.
