This resource guide is intended to generate greater awareness in the field among law enforcement, courts, prosecutors, defenders, state and local legislators, advocates, social service providers, and the homeless about U.S. Department of Justice resources available to serve homeless people, and those at risk of homelessness, who are involved in the criminal justice system. This population includes those with mental health and substance abuse issues, juveniles, and victims of domestic violence. This tool should be used as a guide for stakeholders seeking to implement innovative justice system strategies that reduce this vulnerable populations contact with the criminal justice system.
