The Utilization of the Atmospheric Water Resource in the Connecticut River Basin: An Essay

The survey examines the potential utilization of precipitation augmentation, redistribution, or reduction, by a managed Atmospheric Water Resource System (AWRS) over the Connecticut River Basin (CRB), in combination with surface water resources, to meet the increasing water needs of this region for the next thirty years. Subject to a significant number of assumptions, associated with the estimation of precipitation augmentation (15% increase) and the life cycle costs of an AWRS that could be operational over the CRB by the mid 1980's, it is estimated that an annual incremental runoff of 2,000,000 acre ft is feasible at a cost of $2.30 per acre ft (total estimate, $4.6 million). Qualitatively, it is expected that a suitably developed and operational AWRS could provide additional positive benefits to pollution abatement, agriculture, ground water recharge, flood control and recreation.
