Previous research indicated that present accepted bituminous pavement construction does not meet specified requirements. Also on projects researched each contractor was paid 100 percent of bid price even though there was a wide range of below specification construction between jobs. A specification developed will accept construction on the basis of the average of 5 test results per LOT for (1) nominal largest sieve, AC content, compaction thickness. Adjustment price schedules are provided for the acceptance of below standard construction. A nuclear gage correlation with densities obtained from cores is included. The report demonstrates that statistically developed specifications are the only practical way to achieve uniform construction and providing a yardstick to the project engineer for uniformily judging conformance to specified requirement. The price adjustment scheme for below standard construction should provide an incentive to the contractor to construct a good product. (BPR abstract)
