Metropolitan Plan Evaluation Methodology

The report summarizes the findings and conclusions of a review of the plan-making process in general, and evaluation methodology in particular, of the major land use and transportation planning programs. In all, thirteen planning programs were reviewed, including those of most large metropolitan regions. Some broad conclusions drawn from the experience of these programs are: the land use and transportation alternatives prepared were much less different than expected, given the variation in the number and range of policies and the assumptions examined; and, the subsequent evaluation of alternative plans has been much less successful than expected in terms of providing an adequate basis for decisions. As a result of this study, it was found that a substantial amount of work is needed to develop procedures to prepare alternatives, to fully implement the recommended cyclic planning process, and to refine the characteristics and methodology of an appropriate evaluation procedure.
