A Study of Land Mobile Spectrum Utilization. Part B: Analysis of the Spectrum Management Problem

摘要

The major findings of an investigation of the frequency assignment procedures used in the land mobile services are summarized. Modifications to present frequency assignment procedures are shown to be necessary to eliminate serious channel congestion problems and the maldistribution of users among channels. A combined national and regional spectrum management system is proposed to cope with the spectrum management problems of the land mobile services. The basic components of the national and regional centers are defined, and alternative approaches to their management structures are considered. (Author)
