The action is proposed promulgation of a project selection system for funding applications received under the Public Facility Loans Program. The impact of this selection system would be to encourage projects to achieve the basic HUD goals of a suitable living environment for every American family. As such, a positive environmental impact is anticipated as a result of this action.
