Spectrum Congestion Function Quantifies Metropolitan Spectrum Availability

The spectrum congestion function is defined to be the ratio, as a function of frequency, of the spectrum space used in a specified region to the total space available. 'Used' means that the assigned power density exceeds the level of the ambient radio noise. An upper bound of the congestion function between 50 MHz and 1000 MHz is calculated for the Chicago metropolitan area. About half of the spectrum in the area is unused.
