The report describes a proposed registration procedure for FCC equipment authorization of customer owned and maintained devices which are directly connected to the switched telephone network. The procedure would be part of a program designed to afford protection against actual harm to both the common carrier network and the customer. Technical criteria would be specified by the Federal Communications Commission. These criteria would have to be met at the interface between the equipment and the common carrier facilities. Equipment meeting these criteria would be registered by the FCC. In the event of actual harm,the FCC could issue cease and desit orders requiring the discontinuance of such harm. In the event of actual harm,the common carrier could remove the device from the network,whether or not it was registered. (Author)
