The Prediction Approach to Finite Population Sampling Theory: Application to the Hospital Discharge Survey

The report presents the results of the research completed to investigate the possible application to the Hospital Discharge Survey of the prediction approach to finite population sampling. The prediction approach is based on super population: probability models. It is an alternative to the conventional theory of sampling from finite populations and does not apply the conventional concept of repeated random sampling from a fixed population.
