Engaging the Veterans Administration to Improve Distribution of the Nation's Health Care Resources: Project Teams 1 and 2 Report to the Chief Medical Director

Assuming the enactment of a National Health Insurance (NHI) program, this report identifies and describes problems of maldistributions of health resources, geographically and in types of services available. To meet veterans' needs after NHI, the Veterans Administration (VA) must try to alleviate pressure on health resources. To minimize duplication of resources, the VA should establish sharing arrangements with community providers. The report suggests that the VA broaden its services for veterans and strengthen such services as hospital-based ambulatory care, psychiatric services, alcohol rehabilitation and chronic care. Acute care facilities should be expanded in underserved areas where there is a significant veteran population. The missions of underutilized VA hospitals in well-served areas should be critically evaluated.
