Assuming the enactment of a National Health Insurance (NHI) program, this report identifies and describes problems of maldistributions of health resources, geographically and in types of services available. To meet veterans' needs after NHI, the Veterans Administration (VA) must try to alleviate pressure on health resources. To minimize duplication of resources, the VA should establish sharing arrangements with community providers. The report suggests that the VA broaden its services for veterans and strengthen such services as hospital-based ambulatory care, psychiatric services, alcohol rehabilitation and chronic care. Acute care facilities should be expanded in underserved areas where there is a significant veteran population. The missions of underutilized VA hospitals in well-served areas should be critically evaluated. A summary of the total project is found in The Future of the Veterans Administration in Health Care, July I974. Three other project team reports were also published.
